Why did the three wise men meet Herod?

Answer

Because King Herod the Great invited the wise men once they arrived in Jerusalem.

Then Herod, when he had privily invited (καλεω) the wise men, enquired of them diligently what time the star appeared. (Matthew 2: 7)
